On July 10, 2024, the Global Peace Summit led by Mr. Shaikh Mahmud bin Ilyas, launched the Palestine Cabinet Mission, a multi-lateral diplomatic effort for the rescue and aid of Palestinians amidst the Gaza war. This initiative proposes an 8-point plan, starting with an immediate UN-monitored ceasefire and the establishment of humanitarian corridors for the safe passage of aid and civilians. The plan includes deploying international medical teams, restoring supply chains for essential goods, and facilitating the immediate evacuation of vulnerable populations. The right of Palestinians to return home will be ensured, with peacekeeping forces providing security during reintegration.


To ensure its implementation, the Global Peace Summit body is actively engaged in dialogues with ambassadors of multiple countries, government officials, ICC lawyers, and prominent human rights activists from around the globe. This comprehensive plan seeks to address the urgent humanitarian crisis and pave the way for sustainable peace in the region.


International Cooperation on the Rescue & Aid of Palestinians Amidst Gaza War | Global Peace Summit


8-Point Plan of Action:

1. Joint Resolution for Immediate Ceasefire Addressed to UN:

Propose a UN-monitored ceasefire between Israeli forces and Palestinian groups to halt all hostilities immediately, ensuring general consensus building by taking world-leading countries.


2. Humanitarian Corridor Establishment with Egypt/Qatar/KSA/UAE Mediation:

Create safe zones and humanitarian corridors secured by international peacekeeping forces to ensure the safe passage of food supplies, medical aid, and civilians.


3. Emergency Medical Assistance with the Assistance of UNRWA & PRCS:

Deploy international medical teams to provide emergency healthcare services, including setting up temporary field hospitals and clinics in Gaza.


4. Supply Chain Restoration with the Assistance of PRCS:

Establish logistical support for the swift delivery of food, water, and essential supplies to affected areas, with priority given to children, the elderly, and the injured.


5. Safe Passage for Civilians with the Assistance of Egypt:

To build consensus to organize and facilitate the safe evacuation of vulnerable populations from Gaza to friendly countries (Turkiye, Pakistan, Syria, South Africa, Spain, and others) willing to provide asylum and support.


6. International Monitoring and Reporting by UN/Amnesty International and others:

Set up an international monitoring body to oversee the ceasefire, humanitarian aid distribution, and evacuation process, ensuring transparency and accountability.


7. Diplomatic and Negotiation Efforts in Doha, Qatar:

Initiate diplomatic talks involving all relevant stakeholders to work towards a long-term resolution of the conflict, addressing underlying issues and ensuring sustainable peace.


8. Right of Return and Peacekeeping Intervention as per ICJ:

Ensure the right of Palestinians to return to their homes once hostilities end, as stipulated in Article 134 of the 1949 Geneva Convention IV. Deploy peacekeeping forces to facilitate and guarantee the safe return of displaced Palestinians, providing security and support during their reintegration. And ensure the rebuilding process of Palestinian territories with the help of countries willing to assist. 


Keeping a Pragmatic Approach


To facilitate a unified effort towards achieving the Cabinet Mission's objectives, the Global Peace Summit plans to organize a grand diplomatic dialogue in Doha, Qatar, serving as a catalyst for mediation between the concerned parties.
